Client: Google
Industry: Technology / Data Center Construction & Infrastructure
Project Scope: Global Construction Project Intake and Portfolio Management
Technology: Quickbase, Google Workspace
Google is a global technology company whose infrastructure supports products and services used by billions of people worldwide. Its extensive data center operations require sophisticated planning, construction management, and coordination across engineering, infrastructure, and operational teams.
Managing a global data center portfolio involves complex construction initiatives, multiple project phases, evolving infrastructure requirements, and collaboration across numerous internal and external stakeholders.
With more than 2,500 active construction projects, over 1,000 users, and 19 partner teams involved in the intake process, Google needed a more efficient way to evaluate project requests, align construction priorities, manage approvals, and maintain visibility across its infrastructure portfolio.
To address these challenges, Google partnered with Quandary Consulting Group to modernize its construction project intake operations through a custom Quickbase application.
Google's existing project intake system had become increasingly difficult to maintain as its data center construction portfolio expanded.
The legacy platform required nine to 12 months for certain system updates, limiting the organization's ability to respond to evolving project requirements and strategic priorities.
Across more than 2,500 active construction initiatives, inconsistent intake processes, fragmented project records, and disconnected approval workflows created unnecessary administrative work.
Multi-phase projects involving scoping, funding, design, and construction frequently required separate submissions, making it difficult to maintain a consolidated view of related activities.
Google needed a centralized, configurable platform capable of supporting complex construction workflows while improving collaboration across 19 different partner teams.
Quandary Consulting Group designed and implemented a custom Quickbase project intake and portfolio management application to replace the organization's legacy system with a more agile, scalable operating environment.
The low-code platform centralized project requests, approvals, schedules, and reporting within a unified application supporting more than 2,500 active initiatives and 1,000 users.
Unlike the previous system, which required separate submissions for each project phase, the new application connected scoping, funding, design, and construction activities under a single intake structure. Each phase could retain its own approval requirements, milestones, and ownership while remaining connected to the larger initiative.
This approach reduced fragmented workflows, improved accountability, and gave stakeholders a more complete understanding of project progress.
Quandary also introduced centralized program and campus-level grouping, allowing related infrastructure initiatives to be evaluated as coordinated programs rather than disconnected requests.
The application provided portfolio managers with real-time access to project information, helping teams identify scheduling conflicts, evaluate competing priorities, and make more informed resource allocation decisions.
1. Centralized Construction Project Intake: Standardized project submissions captured scope, budget, schedules, business requirements, strategic value, and ownership within a consistent framework.
2. Role-Based Approval Automation: Configurable approval workflows assigned primary decision-makers, backup reviewers, and exception paths, improving accountability and reducing approval bottlenecks.
3. Real-Time Project Scheduling: Interactive Gantt-based schedules provided visibility into milestones, dependencies, competing workloads, and resource constraints.
4. Multi-Phase Project Management: Related project phases were connected under a single intake record while maintaining independent workflows, timelines, and approvals.
5. Portfolio Prioritization and Strategic Alignment: Structured evaluation criteria helped teams assess project value, requirements, costs, and alignment with business priorities before committing resources.
6. Partner Team Scope Management: Partner organizations gained the ability to decline or redirect requests that fell outside their responsibilities or strategic priorities.
7. Campus and Program-Level Reporting: Related projects could be grouped across multiple sites, creating a more complete view of global infrastructure initiatives.
8. Comprehensive Activity Tracking: End-to-end tracking recorded intake activities, approvals, and project changes, providing a clearer audit trail across all 19 partner teams.
Since the application was built in Quickbase, authorized business teams could modify workflows and intake requirements without waiting through lengthy traditional development cycles.
Quandary worked closely with the client's stakeholders to translate its vision for construction project intake modernization into a scalable application.
The engagement began with an assessment of existing intake processes, approval requirements, reporting needs, and organizational dependencies.
Rather than attempting to replicate the limitations of the legacy platform, Quandary designed a more flexible process around how the organization evaluated, prioritized, and approved construction initiatives.
Step 1: Discovery and Workflow Assessment: Quandary reviewed existing project intake structures, approval pathways, data requirements, and reporting limitations to identify opportunities for standardization and automation.
Step 2: Approval Process Redesign: The team introduced a partner-first approval model that established strategic alignment before significant resources were committed to detailed project scoping, scheduling, or budgeting.
Step 3: Unified Program and Campus Workflows: Quandary developed a connected data structure capable of grouping related projects across campuses and construction phases, reducing the need for duplicate submissions.
Step 4: Agile Application Development: Using weekly development sprints, Quandary built and refined the Quickbase application through structured stakeholder reviews and rapid iteration.
Step 5: End-User Testing and Validation: Users participated in regular testing to validate requirements, identify workflow friction, and ensure the platform reflected real operational needs.
Step 6: Training and Organization-Wide Adoption: Quandary supported training and adoption across regional teams and 19 partner organizations, helping establish consistent project intake and approval practices.
By involving users throughout development, Quandary helped Google was able to prepare for adoption while delivering a functional solution within weeks rather than months.
Modernizing the organization's project intake process required more than replacing outdated technology. It also required changing how teams collaborated, evaluated project requests, and participated in application development.
The client had traditionally relied on waterfall development practices, where requirements were established upfront and modifications followed lengthy development cycles.
Transitioning to an agile approach introduced more frequent stakeholder engagement, continuous feedback, and shorter development iterations.
Quandary addressed these challenges through frequent stakeholder feedback, weekly application releases, direct user testing, and ongoing process refinement.
The team also supported organizational change management as the new approval model shifted strategic decision-making earlier in the project lifecycle.
This approach helped the client transition to a more collaborative development model while maintaining alignment across its global construction operations.
Quandary's implementation gave Google a more adaptable foundation for managing complex data center construction initiatives.
The custom Quickbase application replaced fragmented intake processes with standardized workflows, connected project records, and real-time portfolio reporting.
Google gained improved visibility across more than 2,500 active construction projects while strengthening collaboration among 19 partner teams.
The new platform also enabled earlier strategic approvals, reduced unnecessary rework, and allowed business users to adjust intake workflows without relying on lengthy development cycles.
